Below is a summary of the proposed elements of Phase 2 as discussed in the City Council's Planning Committee.

1.      Continued Revitalization of Downtown

o       Define re-development opportunities in downtown area

§         High valued land w/ low valued facilities

o       Define recommendations for residential development  in proximity to downtown

§         Retiree growth

o       Evaluate mixed-use development opportunities & risks

o       Propose parking & traffic flow alternatives

2.      Tourism & Visitor Spending

o       Define tourism market potential and requirements to capture sales potential, in order to generate sales tax revenue from people outside community

o       Evaluate development of waterfront hotel(s) and convention center

o       Recreational opportunities for residents & visitors

§         Aquarium

§         Cruise ship destination

§         Theatre

3.      Maintaining the Strength and Diversity of Employment Base

o       Define industries where Anacortes can maintain/establish a sustainable competitive advantage which contributes to the community.

§         Marine related businesses

§         Knowledge based businesses

§         Light industry

§         Service businesses for growing retirement market

o       Support Marine Trades in Anacortes

§         What is needed to satisfy their growth needs?

·        Define costs, jobs created, revenue and potential funding sources

§         Expand industry serving recreational boaters

 4.      Assess Retail Opportunities for Anacortes

o       What opportunities exist to improve Anacortes’ ability to satisfy the retail needs of its residents and reduce the sales leakage experienced to other areas?

o       What type and size of stores best serve the needs of residents and where should they be located?

o       What adverse impacts could be expected from additional retail development and how can these impacts be minimized?

5.      Project Anacortes’ population, demographics, associated needs and opportunities.

o       Estimate population growth based upon available land and redevelopment potential.

o       Estimate demographics (age, education, income) of future population and identify future requirements, needs and opportunities presented by future population.

  The Chamber of Commerce supports a Phase 2 study and submitted a  letter to the city indicating their desire.  Below is an excerpt from the letter. 

The purpose of the proposed Phase II Economic Study is to develop an economic and fiscal impact analysis of the City of Anacortes and to develop options for a fiscal strategy that will enable the City to address the anticipated revenue gap identified in Phase I.  An important component of such a fiscal strategy is to ensure that the City takes advantage of land-use policies to foster a strong revenue base, while simultaneously ensuring that development is in keeping with the vision of City residents.  Developing optimal land-use policies requires that the City understand the market for, and fiscal implications associated with, different kinds of development.  Since options to be considered are competing for a limited resource—developable land within Anacortes—it is vital that this study include a thorough comparative analysis of the options.

bullet Will the City engage in a Phase 2 of the economic study?
  It doesn't look like it.  The city has instead decided to look at individual issues such as; retail, tourism, hotel/conference center, etc. on a stand alone basis.
